Converting a foreign driving licence in Munich

You now live in Munich and hold a driving licence from a country outside the EU? We’ll support you from the first consultation all the way to your test.

How long can you drive on your licence?

A driving licence from a country outside the EU and EEA is valid in Germany for six months from the day you take up residence here. After that, you need a German licence. An EU licence remains valid indefinitely, so you don’t need to convert it.

Which tests you need

That depends on the country that issued your licence. Annex 11 of the German Driving Licence Regulation (Anlage 11 FeV) lists the countries for which no test or only one test is required. For all other countries – Russia, for example – you take a theory test and a practical test. Driving lessons aren’t mandatory.

Ukrainian driving licence

For people from Ukraine with temporary protection, the Ukrainian licence remains valid under EU Regulation 2022/1280 for as long as that protection lasts. If you’re staying for good, you can still have it converted – we advise you in Ukrainian or Russian.

Step by step

  • Consultation with us: we check which tests are required for your country.
  • Documents: original licence, translation (you can get a certified translation of a Russian licence through us), eye test, proof of first aid, biometric photo, ID and registration certificate (Meldebescheinigung).
  • Application to the Führerscheinstelle München (Munich driving licence office).
  • Preparation: theory in German or Russian, plus as many driving lessons as you need to get used to German rules and the test procedure.
  • Tests at TÜV (the official testing body) – theory in Russian if you prefer, practical in our training car.

Cost of converting your licence

The basic fee for a conversion is €390 for classes B and A and €300 for class BE. On top of that come the driving lessons you take and the test fees – you’ll find every item in the price list.

Frequently asked questions

Do I have to take driving lessons?

No driving lessons are mandatory for a conversion. However, the practical test takes place in a driving school car, and most of our students take a few lessons to get used to German traffic rules and the test procedure.

What happens to my old licence?

The Führerscheinstelle keeps it and either returns it to the issuing country or stores it. In exchange, you receive your German licence.

I missed the six-month deadline. What now?

You can still convert your licence afterwards, but you’re not allowed to drive yourself until you have your German licence. Get in touch and we’ll start preparing you straight away.

Do I need a translation of my driving licence?

Usually, yes: if your licence wasn’t issued in German, the Führerscheinstelle requires a translation. For Russian licences, you can get a certified translation through us.

How long does the conversion take?

That mainly depends on how long the Führerscheinstelle takes to process your application. So apply early – ideally right after you move – so you don’t end up short of time before the six months are up.
